DESIGNING AN INDUSTRIAL PROJECT IN MOROCCO: GOOD PRACTICES

Arpio Architects shares with you its long international experience to better guide and enlighten investors who wish to set up an industrial project in Morocco.

There are essential keys to There are essential keys to Today, we are going back upstream to understand the design of the industrial project and the important decisions to be taken into consideration in this context.

The two key pillars of any investment to design an industrial project are its players and project management.

THE CHOICE OF ACTORS

Who are the key stakeholders in the design and implementation of an industrial project? What is a project? Let's start by gaining a better understanding of its key concepts, so as to better assimilate the best practices we propose.

A project is a « complex set of interdependent tasks and activities aimed at producing a predetermined deliverable (service or product), while respecting budget, deadline and quality constraints ». In architecture, each project is unique and depends on several factors, the site, the client, the program, etc.

Any industrial project therefore calls on an architect or an architectural firm called the Project Manager (MOE).It is « the person that the owner has chosen to proceed with the establishment of the project and to control its execution. In this context, it must in particular establish the written and drawn documents, prepare the consultation file for the companies and ensure the control of the execution of the works contracts ».

In this sense, the Client (MOA)is « the person (public, corporate or private) who decides to carry out an operation. It must decide on the program, find the financing, identify the stages and define the deadlines in the timetable, choose the professionals responsible for carrying out the project and sign all the contracts (design and works contracts). ».

Alongside the architectural firm or architect, other professionals are essential to the design and implementation of the industrial project. We cite the specialized engineers who « plan, develop, design and manage the various phases of a construction project, draw up the appropriate plans and specifications, estimate the cost of the work and provide the necessary recommendations, supervise the execution of the work with the collaboration of the other professionals involved ». But also contractors who "possess the technical skills needed to carry out the project, and whose aim is to achieve a certain number of economic objectives, whether in architecture, construction or other fields".

The good management of an industrial project is therefore a synergy of all the knowledge, skills, tools and working methods put at the service of said project. This implies decisions made and interventions carried out in order to ensure the success of a project in all phases of its development while respecting the budget and projected deadlines.

More definitions here

Future industrial investors often tend to quickly start the implementation stages of their industrial project in Morocco, without knowing how to reposition the project in relation to its development challenges. Prior work is therefore necessary, which will then result in the development of a program making it possible to call on the specialist architect, to support and advise the Client before making the choice of land for the industrial project to be carried out.

Considering the major interest of the contribution of the Men of the Art and Experts in industry, whose genius is to design, advise, coordinate and manage any industrial project in Morocco, while being the points of contact with the control of MOA book, it is important to start with the following points:

  1. Clarify the positioning of the actors

  2. Build collaboration between the different actors of the project

  3. Specify the role and missions of the main actors

The success of any industrial project, particularly in Morocco, involves several stages: design, layout and implementation, and this depends first and foremost on the people involved, who are the key source of this vital development for the company, and who require the support of local experts and technicians.

In this context, we advise companies, especially in the context of specialized technical projects, as is the case for industrial projects, to quickly surround themselves with experts in industrial projects in Morocco and to choose them upstream of the project. . It is a question here of choosing the architects, engineers, economists and other specialists who will allow the programming, the design and the implementation of tailor-made architectural, technical and financial solutions, adapted to the strategic development plan, to the budget and to the organization of the MOA.

Knowing how to surround yourself and rely on competent professionals is essential. Arpio Architects, architectural agency headquartered in Casablanca, Morocco is headed by Mohamed Berrada, Architect, University Lecturer, Expert and International Mediator. After a long Belgian-Canadian professional experience, for more than 20 years he has provided his clients with support and professionalism appreciated during the various administrative and technical procedures for their industrial projects located in Morocco.

Any industrial project is defined through its strategic or architectural component. An architectural project is characterized by a great diversity of internal and external actors who should be identified in order to specify their respective roles and responsibilities, to define the relationships that will bind these actors.

1- Clarify the positioning of the actors:

Given the large number of actors in an architectural project, the distinction between project management (MOA) and project management (MOE) actors helps to clarify the positioning and responsibilities of each. , it is carried out as follows :

- the MOA defines objectives, finances and operates.

- the MOE advises, designs and supervises the realization.

Several other actors are part of the industrial project, BETs and engineers specialized in preliminary studies or supervision of execution, as well as companies carrying out the various technical or other batches, who follow the advice and supervision of the MOA or the MOE.

2 - Build collaboration between the actors of the project:

The contracting authority is the body for which the project is carried out. It defines the objectives of the project, decides to invest, chooses the project manager. It is the principal, the prescriber of the program, the signatory of the contract and the payer of the works. In an SME, the entrepreneur will most often be responsible for operating the future site.

3- Specify the role and missions

The contracting authority (MOA) is responsible for :

  • Ensure the feasibility and timeliness of the operation of the consistency of the project with the company's strategy

  • Define the challenges and objectives of the project

  • Stop the financial envelope

  • Ensure the financing and the provision of the required resources

  • Validate certain strategic options during the project

  • Choose the production process, following the advice of the MOE and specialized engineers

The project management (MOE) is the body responsible for the conduct and completion of the project, in accordance with the objectives set by the project owner MOA. This is most often an architect, he must ensure the piloting and monitoring of the project, or perform an important coordination function. It must ensure that use is taken into account at each stage of the project (risk management), which requires knowing the phasing of a project and what is being decided upon, questioning and deciding at the right time. to avoid design errors by its architectural services.

In short, the task of the project manager is to :

  • Analysis of functional and technical needs

  • The advice of the MOA on the choice of land

  • Participation in the appropriate programming

  • Establishment and supervision of the schedule

  • Establishment of the design and architectural study

  • The coordination of stakeholders

  • The direction of administrative, technical and work planning management

The company needs to retain control of its project. To achieve this, it will need to select an internal operational project manager and a project team who will work closely with the project owner and the project manager. In this sense, it's up to the company to  :

  • Appoint the project manager

  • Determine the location of the structure

  • Develop the program

  • Conclude contracts (building permits, orders, markets, etc.)

  • Accept the work.

Arpio Architects also plays a key interface role in the coordination and acceptance of the company's establishment project and its industrial project in Morocco, particularly in terms of administrative authorizations.
